Thai Citizen ..... can apply CDP in Singapore?

I'm Thai citizen who planning Silk Road Trip . ... but, the big problem is in Thailand doesn't has a Carnet System. someone suggest me to apply AA in Singapore, .. Can I do that ? or Anyone can suggest me .. What Do I do?
