No Carnet in China

I write it illegibly, sorry :))

You have found very interesting problem.

If it will be found out in China are clubs members FIA,
it means that China has signed the Istanbul convention from 1990.

And if it has signed convention, any person on a vehicle with CARNET
CAN DRIVE ON TERRITORY OF CHINA.

Question:
And somebody saw these laws?

One my conversant lawyer speaks that in China there is NO LAW which
would forbid Entry a motorcycle.

And it simply idea of travel agencies.

And to buy the permit and the guide whether or not - business VOLUNTARY.

If appears that it is the truth - entry is open.

Could You ask about it in the Chinese federation please?

I checked with both AIT and FIT and neither agency has nor will they issue a Carnet. Further, the HKAA issues Carnets ONLY for bikes registered in Hong Kong.

One thing that you must understand about China is that all laws are subject to local interpretation and that if a border guard wants to say no he will say no. Trying to get around that is very difficult, if not impossible.

Forgive me for saying this but you are thinking with a non-Chinese mind and that is a real problem. To do anything here requires document and stamps (chops) on documents. It is almost like Saudi in that respect, rather than to say yes or no, all you get is tomorrow or later or the leader isn't here now.

Regardless of what the law states, if you don't follow the Chinese way (which maybe written to provide income to travel agents and guides) you will not ride here regardless of what any law states

Entry may appear open but in fact it is not.

Sorry to be the bearer of bad tidings but this is my experience.

I asked not about Carnet.

They (federation) can don't give out Carnet.
They can don't have forms.
They can don't have a information about as it to do, or desires.

But they should be member of FIA - differently they not federations!

If somewhere in official forms or on a site they have this emblem,
it means they have signed the contract.

And if they have signed the contract,
any person with any country Carnet can ride in China justly.

It is possible to tell about the majority of the countries of the world,
not only about China:)

:)) Today in this question I the greater Chinese than you - I search for a paper, the document to not give the Chinese customs officer to detain me :))
I don't think, that he will be happy to find documents itself:))
