New Regulations for self drive in China

Can anybody help,

I have just had a email from the guide we are going to use to go through China saying that she is waiting for the new regulations for self-drive to come out before we can proceed any further with our itinerary etc, has anybody heard anything about these new regulations.

Selfdrive through China (Xinjiang) currently not possible
 

As far as I know they are working on these new regulations and in the meantime they don't allow anyone to enter the country with his own car. We had organized our transit through China (entering Torugart-Pass, leaving to Kathmandu) 6 months ago through the most experienced agency in Germany and wanted to enter China on 30th October. The Chinese refused the permits for the car just before our entering date. Our agency told us that the new regulations are expected to come out May 2014 and that they cannot offer self-driving trips through China until that date.

Anyone with other information? Or anyone who has entered China after 30th October?
