New regulations on Panama Visa

We have heard today that our German friend was told he could only get a 72 hour entry to Panama. He was told the travel regulations have changed and that unless you go to migrations you only get 72 hours, costing $100-200. This has resulted in him skipping Panama.

Has anyone recently been there? We are one Italian and two South Africans heading north to Panama. We usually don't require a visa for panama.
