It may work, but it would be much easier, and less risky, for the owner to sign the power of attorney. One power of attorney can nominate a number of drivers - no need to write one for each driver.

The registered driver can be changed at any border crossing, as long as at least one of the countries isn't a member of the Customs Union. You can't change drivers between two Customs Union member countries.
