can a foreigner register a bike in Oregon or Arizona without a permanent address?
 

Hello, I'm a Chinese and plan to buy a Rebel500 (I'm a short girl so my choices are limited) in the US and tour aroud the The Americas, but i do not have a permanent address and only have a Chinese Driving License, I have found some useful info on the website and understand that it is doable in California, but i cannot find any Rebel500 in CA(the only one i found on facebook just told me it has been sold), so i'm considering other listings in Oregon and Arizona, does anyone know if a foreigner can register a bike without a permanent address there?

and another problem would be riding the bike from oregon or arizona to california in the winter, does it snow much in oregon or arizona? i hate to start the journey in winter but my 10 year B1 visa is about to expire, so my plan is to ride south and east coast and then go north in the spring. i have been dreaming about this trip for years, and it's a lot harder than i thought.
