crossing border Thailand to Laos

We have tried to cross the border from Thailand to Laos with Honda wave 110 cc. reg in thailand. we tryed the border Nong khai, mukdahaqn og chom mek witout any succes. we were told that Laos not allowed bikes under 250 cc to enter the contry. Does anybody know why?
