The later panniers/top-boxes, I think as an optional extra, came with internal locks that required 'real' keys, rather than the external toggle-locks of the early ones.

Lost Keys
 
Not mine but one I sorted out for a lad pushing his bike in the mid 80's

I was riding along Sandgate sea front (Kent England) on a Harley Shovelhead FLT I had not long brought and stooped to see if a young lad pushing a Suzuki A100 I think or might have been a B120 (Basically a larger AP50) needed any help.

He said no I'm ok I have just lost my keys.

To which my reply was what are those in your helmet lock. (Those bikes had a helmet lock as standard bolted to the handle bars.)

He was pleased that he didn't have to push it anymore but he did feel stupid, but we both had a laugh about it and he thank me for stopping .
