Egypt- no diesel allowed?

Hi,
We are trying to organise to ship a diesel landcruiser to Egypt. However one shipping company has sent me a file of requirements that customs need to get the car in... the headings listed ; Documents required, Customs Presccriptions and Remarks.
In the remarks column it said 'NO DIESEL ENGINES ALLOWED" ????!???
Is this correct?

Diesels are allowed if you're passing through.

It's only prohibited to register as a "Private" car for residents.

Is this a recent change ?

And are the reasons known for not allowing diesels ?

I was there a few years ago and used a few taxis and would have guessed they were diesel.
Although have to be honest and say it wasn't on my list of things to check whilst in Egypt.
