Panniers/saddlebags for Honda XR 250 in Bogota
 

I consider Honda XR 250 tornado the #1 candidate for my S. American ride. What makes me scratch my head is luggage limits and attachment options.

Can you recommend some pannier manufacturer, preferably available in Bogota, Colombia?

Or should I buy them in the EU and bring them along?

Is CRF250L the nearest equivalent of XR 250 available in Germany?

Forgot Colombian manufactured options, few and far between.

If you have the budget, MoskoMoto Reckless system (40 & 80L) fits the CRF250L and is the best in the business, period.

I've used the Giant Loop on my Tornado in SA because it has only one access, a zipper. The zipper is the potential weakness, should it fail. I'd use the Alt Rider Hemisphere if I were to revise my bag system. It has a roll top closure instead of a zipper. I also like the restricted access, primarily for security when I leave my moto somewhere.

The moskomoto system is fantastic, and I have one of their Reckless systems that I use in the States. The access on the mosko system is a big plus, but I consider it a security issue to effect my choice. They all are good and you'll be happy using soft luggage on the Tornado, but use a roll top system.

I have a light frame that was built in SA for $75 to keep the luggage from hitting the muffler. The fabricator went a little overboard on the protection, but it also reinforces the rear subframe:

About the Tornado in SA; readily available parts, popular up scale moto, great weight for the conditions I've ridden in Andes and northern SA, plenty of power for SA roads.

Hm... Over-engineered?

Both AltRider and Mosco look quite nice, but aren't they (Mosco in particular) somewhat over-engineered? I was in fact thinking of an Ortlieb's 60L duffle on top plus saddlebags. Would that be a bad idea?

Good idea, many moto friends use the same combination; Ortieb duffle and Ortieb soft luggage saddle bags. You might need a rack (or not, depending on your saddle bags). Rack is no problem either.

Keep your set up light, that's the critical item. Makes for easier moto handling on bad roads (detour around land slide for example), and easier to pick up the moto when you tip it over.
