I don't see this cost problem with the carnet. German ADAC issues the Carnet for 180€ (member) and some 210€*(non member).
Deposit depends on the value of the bike.
Till 7500€ - deposit is 3000€
Til 15000€ - deposit ist 5000€

Bike - Yamaha Tenere or Honda CRF (if small luggage)

P.S: Just spent 2700€ to ship my bike from New York to Germany (KTM 1190 - heavy bastard). So besides you get into a shared container. 1000€ also seem to be non realistic to me - wherever on the planet you want to ship to.

I guess he is on his way by now. Hopefully for him he is so clever to follow the news, so he will see that the possibility of his planned route suddenly isn´t so certain anymore.
