I was able to find a small selection of big bike tires (150/70/17, 90/90/21, etc) at this shop in San Cristobal, Venezuela. They had Pirelli, Continental, Michelin and some other cheap Chinese(?) brands. At the black market exchange rate (Dollars) they were very cheap; less then $140 for a pair of good tires.

Did you happen to see any 120 or 130/17 dual sport rear tires?
Very common size for KLR, DR650, F650 and other bikes.

I didn't look for other sizes, however the newer generation KLRs are very popular in Venezuela, so it should be easy to find rear tires in that size. All the military/police use them.
