If you're mac user then iWeb application (included in iLife '06 suite) is excellent program with beautiful results.

For HTML programming application called "NVU" (it's freeware btw) is easy to use app - you can drag and drop in other web pages into program if you like to see the code example so you can do exacly what you want if you get inspiration from some webpage.

But if you don't want to carry a laptop for photos etc for work with you, then use the internet blogging and other similar services available.
