And I have double-checked it on the website of the Russian border agency.

Finally, after years of speculation the Mondy - Khankh border crossing is open to all with relevant visas. There are reports of foreigners crossing here.

This route connects Irkutsk with the village of Khankh at the very top of Khövsgöl Lake. Apparently the onward track to Khatgal is in appalling condition (have only driven perhaps 20 kms of this and can confirm it for that part at least).

Secondly, the crossing at Khandagaity - Borshoo which would link Chadan (in the Republic of Tuva, approached from Krasnoyarsk via Abakan and Ak-Dovurak, or Abakan and Kyzyl) and Ulaangom in Mongolia's Uvs Province. I passed through Khandagaity in 2007 after completing the track from Kosh Agach in the Altai Republic... this is not a friendly place! I have not heard of foreigners crossing here.

This goes some way to infill the large distances between the westerly (Tashanta - Tsagaannuur) and central (Kyakhta - Altanbulag) crossings conventionally used, but unless you are a remote border junkie (guilty!) they probably don't make a huge logistical change.

Thanks for the update ... both those crossing have been pending for many years. Good to see they now seem to be official. I will modify them to the waypoints list (I have them presently, but have them marked as locals only).

Stupid Question?

Do you need a Tuva Border permit to go to the Borshoo border?

Because this would be an interesting new way to Ulaangom without the hassle of the street after Tashanta....

If it truly is a working multilateral border, no, so long as you stay on a Federal Highway which is logically leading to the border, and from Chadan there is only one.

Mondy - Khankh - not international
 
The Mondy - Khankh border crossing IS NOT international and will most likely NOT BE in 2015. I have received this information from a Buryatia border official.

On the other hand, it looks like the other crossing announced as opened for international traffic (the one from Tuva) is indeed international. This info is collected from russian travel forums, not from an official representative.

Sorry for all (including us), who are planing their travels, based on the above information.
We received today written information by the headquaters of the Siberian border administration in Novosibirsk, that both Khandagaity and Mondy are still bilateral and that people of other nations have to use Tashanta and Kjachta.
