Pillion in Russia

Hi all,
I just read in the AA Europe guide that pillion passengers in Russia need to be 12. Does anyone know any different? Has anyone seen any younger looking pillion passengers in Russia, locals or otherwise?
This rule, if correct, could abruptly bring a halt to our travel plans!
Thanks

Yes weather it legal or is another thing.

There are lots of pillions here but it is difficult to tell how old they are when they are wearing helmets. I don't think I've ever seen anyone that is obviously a child riding pillion here, but that might be because it is not considered a good idea, not because it is illegal.

Russia - pillion

Paragraph 22.9. of Traffic Rules of The Russian Federation includes the sentance-
"Transportation of children under 12 years old at the back seat of a motorcycle is prohibited."

I have carried a friend's 9 year old daughter around Moscow on my bike. Despite her wearing a clearly ill-fitting helmet, we were not stopped but that would be luck!
