I drove the stretch from Budyonnovsk to Elista this year, very empty. Mostly good asphalt though the last stretch when over the border into Kalmykia gets a bit bad, nothing shocking. From memory no traffic cops at all. Just one checkpoint on the road from Yuzhno Sukhokumsk entering Stavropol Territory (i.e. east of Budyonnovsk), but a formal checkpost, not a patrol car.

I think camping here is fine, if it weren't for rapacious mosquitoes!
