Sounds to me he and all his "contacts" are going to take a "commission" on each of those "transactions"

There is a car and motorcycle used car/motorcycle market in Urumqi every Saturday for the general public to sell and buy there vehicles. I would think there are vehicle markets like this through out China's big cities.
