I'd never give the same advice to somebody for what extremes I'm willing to go. :)

In any other western country, my advice would have been: forget about it. In the US, where the law is harsh and the systems well connected, and especially if your friend visits regularly, I think I would just pay. It's too high of a ticket to just go away like that. In most states, speeding 30mph above the limit is now considered "reckless driving", which is good step above the little infractions: they can impound your car.

About tickets with a rental: I got one in California, did not pay, the rental agency charged me 6 months later.

About tickets with a foreign ID: a friend of mine who was living in France got a carpool-lane ticket in California ($270); several months later, he received at his address in France some mail asking him to pay, that he ignored; a year later when he moved to California, they somehow tracked him down and he finally coughed up the dough.

In Oregon, any speed in excess of 100 mph is considered, and rightly so, as reckless endangerment and carries stiff fine. Had you been going 95, the fine would have been $369.00. Be assured that your license will be tracked, noted, and a request made to the UK for your passport number. Should you be stopped again anywhere in the states, there the bench warrant, which will be issued one day after failure to pay or appear, will be served upon your entry into the country. You will then be transported at your expense to Oregon where in addition to the fine, you will probably be required to serve a minimum of 10 days. You knowingly broke the law and did so in a rather cavalier manner. I travel the Oregon highways all the time I am home. On I-5 and I-80, you won't be bothered unless you do one of three thingss: exceed 85; weave in and out of traffice (chaniging lanes more than twice in one mile except to the left lane for passing); or drive an older vehicle that the OSP believe is not safe at higher speeds. I have been stopped once in 55 years. My fault. I was yakking with my wife on Hywy 22 doing 70. Sure, it was long, straight and no traffic, but it was also posted at 55 and I knew it. The fine was $109.00. Pay your fine and stay within 10 mph of the speed limits on the freeway and no more than 7 mph over on the secondaries and for god's sake NEVER speed in a construction zone or near a school. That will get you a BIG ticket. Three Korean friends of mine came to Oregon one summer with me and decided they would drive just like they do in Korea. In one week they racked up 1800 bucks in tickets which they didn't pay. When they flew into L.A. then next winter, they were arrested, transported to Oregon, incarcerated for 10 days, and all rights to drive in Oregon were suspended for 1 year.
