In West african countries they certainly like it so it may be a problem without it. Technically you do need one. But very useful as if they trying keeping it to get bribes etc then you can walk away from it. I ran a red light in Niamey, mainly because the copper changed it without warning. He took my license whilst we had to go to Police headquarters to pay a fine. When we came back with a receipt to reclaim the license he had gone (been called away to the airport as the President was flying in) but we couldn't find him at the time. Local got the license back in the end but not a problem if he hadn't as not main license.
