Two weeks ago I was in Libya (in the Akakus mountains) just a stone throw from the Algierian border. The situation in the south was as normal as you can wish for. You only need to get out of Europe to realise that as soon as one stops following the Western media the world becomes a much quiter, peaceful place. The locals evidently adopt the same attitude, because nowehere in Libya we encountered any signs of nervousness or even a hint of aggravation. I still have little experience with this part of the world, but can't escape the thought that the Touaregs in Libya, Algeria or Morocco have no reason to look up to their governments to tell them what to do, hence across the borders attitudes remain very much similar.
