2013 XR250 Tornado "caughing"

I'm from USA, just bought a 2013 XR250 Tornado in Chile. I will be riding it all the way back home. I have been getting it road trip ready. Today I got to take it out here in Valparaiso. I noticed on low throttle cruising, that bike likes to buck a lot. It starts up instantly, only had 5k km, looks incredibly clean. I know the man I bought it from bought it in southern Chile. But my Spanish is horrible so asking technical questions go nowhere.

I'm assuming this has to be the jets in the carb.. Possibly set for higher elevation. Any second opinions??

I have a Tornado in Peru, so I have a soft heart: Normal things: plugs, dirty air filter, bad gas?? Drain the gas and fill it back up to eliminate water in gas tank. Pull off the gas line at the carburetor and open the tank petcock and see if gas flows. After these fix attempts, write this down and show it to a moto shop mechanic: Maneja esta moto, tiene problemas (Ride this moto, it has problems)

Could be more complicated like ignition issues (coil or plug wire) or ??? Jets, if you know how to remove them and check the jet size, you can check on line what is stock jet size. It's a very simple moto and well known by mechanics in SA. Report back on your fix.

It's likely the idle screw. Should be 3 turns out.
