Strange vehicle number plate

Spotted by me in London. Someone at the garage outside which it was parked said 'one of the Scandinavian countries' but according to google - no.

Any ideas where this is from?

It looks like one of the very cheap UK private plates done with odd spacing

Def LHD, and I looked at the windscreen to see if any tell-tale tax discs / dealer stickers etc but none.

Not UK format as that wouldn't have 3 letters/space/3 digits/space/1 digit

Is there another plate under?
When i look to the way of writing on the plate I would guess the plate is made in the Netherlands. The absence of any sticker or sign may indicate it is a unofficial plate. Did you check the plate on the back of the car?
In a world full of criminals everything is possible. Many years ago I saw a car with German numberplate on the front and a Belgium plate on the back.

Don't think there was another plate underneath this one but yes, can def confirm that the one at the back was identical - I walked round the back of the vehicle wondering if there WOULD be any country code or dealer sticker etc.

3 letters/4 numbers is a UK format that you can get on the cheapest private plates, and some people like to do odd things with spacing on them for whatever personal reason, but I had a quick look on DVLA and yes it's not a UK number

ABC 1234 format could be a Northern Irish plate. The font is wrong though.

Designed to be more random than a GB plate so they had to bribe someone to get info about sectarian ******s for their medieval stupidity.

Font and LHD makes me think Bulgarian. It's London though, so probably just some gangster taking the **** out of Komrade Khans many charges and taxes.

The font looks like that used in Baltic countries and the format looks like Estonia to me.

Neither the font, nor the format are Bulgarian. In BG on cars it's predominantly 2 letters/ 4 digits / 2 letters.

Not even remotely. Format is closer to Lithuania/Sweden, but they have three digits, not four. Estonia is three digits followed by three letters. Latvia is two letters followed by a dash and up to four digits with no leading zeroes.

Font is a bit similar to Finland but larger characters, and the Finnish format is three digits, not four.

But............

If the van in your picture/video is the same as the one on the photo posted by me then there are two strange things.
One is the extra 8 in the end and the other is that according to a swedish website that vehicle is listed out of traffic since september 2021

There it also states that it has had 9 owners since 2007

And of course the absence of any country code or mot sticker

Indeed, based on that evidence it's 99.999% someone cloning a plate from a similar-looking vehicle they found online to evade speeding/congestion charge cameras in the UK.

I am assuming 'out of traffic' means the same thing as SORN. Something I posted on this forum about years ago, pre-Brexit, was regarding SORN-ing my UK-registered Landcruiser when I was travelling ie once outside the EU with a vehicle registered in an EU member state, was it OK to do this; the consensus on this forum was yes. Presumably, prior to Brexit it would have been illegal for the owner of this VW to SORN it in Sweden and then use it in the UK being another EU member state at the time, but now that Sweden remains in the EU whereas the UK doesn't.......

Turbofurball / AnTyx - yes, bearing in mind the - ahem - demographics of that general area, your theories may well be correct.
I won't personally do anything about it as the owner of that vehicle has done nothing to upset me, but one wonders what the police would say about it if they were made aware. Although it's a fairly busy road, so they probably drive past it all the time.
