Recognise This Obscure Topbox Mounting

Not exactly crucial technical question of the century but I've been trying to figure out this mount and whether any matching topbox still available. Likely to be a long since discontinued mounting system from 1980's or 1990's. The plate is a universal one but I just can't find a match for it anywhere online. Distinctively uses a peg instead of a wedge like that you'd find on a Givi mount.
