Wanted: Cruiser 250cc or less cheap bike in Columbia Feb 2020

I'm looking for a cheap and reliable bike to go down the west coast of South America starting in Cartagena but can meet in any of the other big cities in Columbia too. Looking for something already kitted up with panniers and ready to go mechanically. Anybody got something that'll suit?
