Will front panniers cause overheating?

Hi

I want to mount 15cm (w) x 40cm (d) x 30cm (l) panniers on either side of the tank of a 3AJ. However, as the panniers will extend from halfway up the tank down to the crank I'm worried that this will stifle airflow over the cooling fins. For example, if there's a strong cross-wind while riding or if I park the bike while it's running.

Also, the combined weight of the panniers, water tanks and toolbox will be about 35kg max (most of my payload). All of this weight will be mounted using the existing holes in the frame where the tank brace and engine mountings are (I'll use stronger bolts, though). I was going to strengthen the headstock but it looks well gusseted already. Has anyone hung similar weights straight off the front down-tube?

Much appreciated as always. I'm looking forward to being able to post pics of the finished items.
