1990 xt600 starter problem

My xt wont start. I removed the side cover to ecspose bendix gear area,
and found large gear inside engine case spins freely.
I think the gear is called starter sprag clutch?
I also think it should not spin freely. Does anybody know if this is repairable
without splitting the case?
Also if anybody knows where I can get a factory repair man.
New to the HUBB, so any help would be great.
