Personal Gear In Panniers

Good day. I'm new at shipping a motorcycle by air cargo and have a lot to learn. One thing that has me stumped is whether or not all personal gear is sent packed in the panniers with the bike or must the panniers be empty and the gear be taken with one as luggage. If the panniers are shipped with the bike, packed for the trip, is there anything that is not allowed? Can they be locked for security or left open for inspection?

... I suggested loading the panniers to my shippers (bike freights in 2 weeks), he expressed no objection. I am going to try this method and see how I get on, putting my tools and riding gear on board with the bike. I will lock the panniers unless instructed other-wise, but the bike will ship in a sealed crate so I'm not too concerned if I must unlock them.

... Obviously you cannot include 'hazardous goods' such as gas cylinders, cooker fuel etc.

Pannierc contents

When we shipped from India we were not allowed to leave anything in the panniers or put out riding gear in the bike crate due to customs needing to list and check all contents.

Not sure if this is just India (highly likely) but make sure you speak to customs first.

Usually it is no problem to have luggage in the panniers and even in the crate if there's enough space. I locked my panniers, because the customs-check should always be with customs official and client together.

I packed all my gear on the bike. Flew from Vancouver to Amsterdam. Then from Bangkok to Vancouver (boat). Customs picked the bags locks here in Canada and went throught everything. Put everyhting back in the same spot (amazing) and even recorded I had a $20 bill tucked away somewhere. They left all my illegal software (Bangkok) alone...
