Travel without Carnet in East-Africa?

Hi,
We're two Dutch that are traveling from South-Africa to the North with a Landrover with a South African registration. We don't have a carnet de passage.

We wonder how much North we can travel without the carnet? We are now in Zambia, on our way to Malawi, Tanzania, Kenya, Uganda and then Ethiopia.

Until now everything is fine, but Kenya is supposed to be a problem they say. What about the rest?

And does anyone now if it is possible to travel onwards to Sudan, Libya and Tunis without a carnet?

You can go all the way to Ethiopia, I don't know about Sudan.

According to the Canadian Automobile association who is issuing our carnet, Kenya requires the document; their tax rate is 115% making this the most expensive country on our carnet. Does Kenya not require the document in practice?

We met a guy in Khartoum who drove from RSA without a carnet in an 30 year old Land Rover. He said it wasn't a problem, but mentioned that he often tried to use the smaller border posts where the guards naturally weren't as fussy. He didn't have to bribe to get through either. He just talked his way through the few places where they asked for it. After Sudan, he got a transit visa for Saudi Arabia, so I don't know about Libya and Tunisia.
