selling/buying bike with carnet in Ecuador???

a few questions:

1. spaniard mario wants to sell his bolivian bike in ecuador > what about import tax and the stamp in his passport?
2. he also wants to buy a german bike from a fellow german bikie here in ecuador > is this possible if he got a new carnet from the german adac (automobile association) stamped "imported" while the german would get his stamped "exported", thus evading any import tax?
3. has anyone got the email address of the person in charge of carnets at the ADAC in muenchen, germany?

I'm afraid you're in uncharted territory on this one. Ecuador is one of the strictest countries in South America vis vehicle admissions, but your friend might get lucky.

She arranged our green card insurance for Europe, and may be able to point you to the carnet department.
