Russian Border Permit

I am planning a trip from Japan to Italy this summer. I will ride through Russia, Mongolia and Kazakhstan.

One place I am planning to visit is the intersection of 50º N and 90ºE, located in the Mongun-Tayginsky District of the Tuva Republic.
(Монгун-Тайгинский кожуун, Респу́блика Тыва́).
This location is very near the Mongolian border. I understand that a permit is needed to travel within 50km of the border.

Is this correct and if so, how can I obtain one? I have a one year, multiple entry business visa.

Are you one these confluence guys?

Yeah thats in a border zone. Where you get the permit depends on where you enter the zone from.

Your location is near Kyzyl Khaya ... and there are tracks to there from both Kosh Agach and Khandagayty, which should both have border offices. You get the permits at the local offices.

Be aware that border permits take anything from a few hours to a few weeks to come through. Kosh Agach is a good place to get the permit, but you need to be registered somewhere in Kosh-Agachskiy Rayon (district).
