Can I register my vehicle in the UK?

Eight months ago I left Oman in my Oman-registered, Oman-plated Land Rover, all fully legal, and am at present in Austria. In Oman, a vehicle has to be re-registered each year. In my case, this was due to be done on December 20th. I arranged with a friend there to do this.
I expected and expect to be on this trip for several years and intended to have the licence renewed there in Oman each year. Already, this first year, I’ve been let down. My renewal plan hasn’t worked for one year, even, and I can’t rely on having anyone I know there do it for me during the coming years.
I’m mentioning this because it is background information; it explains my present situation. I haven’t yet come to the point of my post, which is as follows. I am wondering about getting the vehicle registered in Britain, though have a strong suspicion that this may not be possible. I say this because though manufactured in Britain, it is a GCC (Gulf cooperation Council) country export model. It has, for example, a big, heavy, protuding front bumper of the kind that European countries don’t like, and there could be emission problems (Td5, therefore with a diesel engine).
As of now, it’s vitally important that I find out, reliably, definitely and for sure, where I stand with regard to trying to get it registered in Britain. Who could best provide an answer, a “yes, you can register it here” or “NO: go away”? Land Rover themselves? The people in Swansea? Someone else? I suppose that by giving the VIN and engine numbers to the right person, an answer would be forthcoming.
Getting this matter properly sorted out is vital. Thanks, and Happy New Year.

Tried Google UK?
I entered "Importing vehicle to UK" and the very first of over 3.5 million results was -
Importing and exporting a vehicle : Directgov - Motoring

The first section "Registering an imported vehicle" seems to be a fair enough starting point.

However, be wary of DirectGov websites. These are put out by the British Government having been compiled by various Government agencies persuing their own agenda. It is not unknown for them to state what they would like the Law to be, but isn't.

Furthermore the call centre staff of DVLA (Swansea) are generally disinterested and incapable of dealing with anything unusual. They tend to just want to get rid of you by saying 'NO' and you will often get different answers to the same question on successive calls.

You will need:-
An address in the UK with some sort of proof of residency.
UK insurance
A UK MOT
Proof of purchase
Proof of any VAT required being paid

If you have an EEC certificate of conformity it's then fairly straightforward. If the vehicle does satisfy the requirement this can usually be obtained from the UK agents for the manufacturer.

If you can't get the EEC certficate then you can submit the vehicle for an SVA test - single vehicle type approval, which costs about £250 last time I heard. You may have to make modifications to get through this. eg tyres must be e-marked

The emissions laws aren't retrospective, so if your emissions were ok in the uk the year your landy was built then they're still ok now. Same with bullbars. If you have uk residency you should be fine.

Can I ask why it's vital to get this sorted out now? People often travel beyond the time their registration is valid for and either choose not to or are unable to renew it. Or 'renew' with photoshop.

Membership - help keep us going!

Horizons Unlimited is not a big multi-national company, just two people who love motorcycle travel and have grown what started as a hobby in 1997 into a full time job (usually 8-10 hours per day and 7 days a week) and a labour of love. To keep it going and a roof over our heads, we run events all over the world with the help of volunteers; we sell inspirational and informative DVDs; we have a few selected advertisers; and we make a small amount from memberships.

You don't have to be a Member to come to an HU meeting, access the website, or ask questions on the HUBB. What you get for your membership contribution is our sincere gratitude, good karma and knowing that you're helping to keep the motorcycle travel dream alive.
