Unfortunately you need a carnet to enter both countries.
I dont know if obtaining a carnet from a different country is possible but most probably not.

There is no carnet issuing authroity in Russia, correct. BUT Russian citizens CAN obtain a carnet from another country.

I have recently clarified this in discussions with the AIT in Geneva, and Paul Gowen/Sue Collins at the RAC and Suzanne Danis at the CAA in Canada have both offered to supply a carnet to Russians.

In theory ANY carnet issuing authority CAN supply carnets to a national from a country that DOES NOT have a carnet issuing authority.

Note to all - that does NOT mean that you can shop around and get a carnet from some other country if you don't like the price or whatever in your home country. You must normally get it from your home country.

Try the ADAC in Germany (automobil club). They printed out some info from their INTRANet with pricing for carnets and there is a fee listed for foreign registered vehicles.

Also, you will find many Russian speaking people in West Germany. Find one who speaks good German as well and who is willing to help you.

If they do it you will have to provide a €1500 deposit (which you get back when you hand back the completed carnet) + a fee of about €300.

Looks like i'm facing the sampe problem when i want to visit Iran in forthcoming summer - there seem not to be any Carnet issuing organisations in my tiny country Estonia...

Has anyone outside Germany issued carnet via german ADAC? What system they have - do they need the bike inspected in their autorized organisation or it's just 1500EUR deposit for every motorcycle + 300EUR fees and nothing else besides paperwork?

I'd be certanly interested to know what costs/fees ADAC has issuing the carnet requires on that document.
