Best city to get a Green Card
 

I'll be travelling from India to Europe in May.Motor insurance,if required,should be available at the border for Asian countries.
As for Europe,I was told Green Card would be the best value for money/convenient.

Can anyone tell me where is the best place/agency to get a Green Card before entering Europe?What about Istanbul or in Greece?
