How should I mount my panniers?

Hello all. I just ordered a set of Touratech 35L Zega's and Touratech universal mounts. I plan to have the racks made. My question is, when I go to mount these, how should I go about it? It seems like every one does it differently. Some are tilted forward, some are level, some are higher than the seat, some are lower than the seat by a few inches. Some are below the turn signals, some move the signals back and put the panniers in the blinkers former locations. So, what's best? I'm putting these on a KLR650 if that matters at all. Thanks in advance for your help.

I'm going through the same thing at the moment - however I think it's mostly a matter of personal choice as long as:
- the panniers are far enough back to allow for a pillion (if you have one)
- they don't foul the exhaust or the swingarm/axle when the suspension is at full compression
- high enough to allow you to paddle the bike without breaking your legs
- mounted at least three points each side with a cross-brace across the back wheel

On top of this, for good weight distribution you will need to mount them as far forward and low down as possible. Of course, this conflicts with most of the points above but hey, if it was easy it wouldn't be worth doing, right?
