Russia. Traffic Rules and Penalties
 
There has recently been a new (2009) edition of "Traffic Rules of the Russian Federation" including a table of penalties for violations.

More to the point, someone has published a 94 page English translation of this.

It is really a summary of the rules, presented rather like the UK Highway Code but just facts and road signs - not the advisory stuff. There is also 16 pages listing the range of penalties for each offence.

Interesting stuff. I never know clause 11.2. from how cars are driven in Moscow. It is illegal to overtake on the nearside!

The penalties are also sometimes below 'the going rate' expected for cash bribes!! However to argue the point at the roadside you would probably need the Russian version which is identically laid out.

English version costs 175 Rouble, Russian version 44 Rouble. GBP 3.5 and 1 respectively.

I can buy more copies and post them in the UK next week (say GBP1 each for P&P) if anyone is interested. PM me before Saturday 11th, mid-morning (UK time) as that will be my last trip into the city centre before leaving.

Petcul, tony has gone off on a big trip across siberia, however I have a copy of both the english and russian traffic regs book if you want to get a copy made I could lend you mine to copy.

This sounds like a super cool doc - I would also like to have a read of this and beers in payment! (or something!) Off to Japan overland next year so I think I need to read this!! Any help appreciated!

I'd be interested in obtaining a copy of this as well. I'm currently wondering if it's illegal to pass another vehicle on the right side in all of Russia? If someone can get back to me on this, it would be much appreciated.

I don't know what the rules say, but I have never heard of anyone being pulled over for this. People pass not only on the right, but also on the shoulder.

I pass on the right all the time without thinking about it, but at the end of the day it will not be a big problem because there are hardly any four lane roads where it is possible to pass on the right except on the shoulder, which is probably illegal and certainly unwise.

I have lent both copies of my books to Petcul, they are very similar in size and type to the British highway code. I would not be able to put it on a pDF i would not have a clue how to do it - nor would I understand if you tried to tell me. I will however when I get my copies back see if the books are available anywhere on the internet by use of the printers codes and post details if available.Once I get my copies back if your desperate and need a specific question answered from the book I will look it up and reply if you pm me.

Moscow Russia traffic rules
 
From my experience in Russia, 2 offences get seriously fined often

crossing a line going left quite expensive
speeding

the roadside unofficial fine is standard half the official price. Paying the official fine is a bit of a hassle go to Sberbank, get a form, fill it out, in Russian, pay, get receipt, go to police station. Faster to pay at roadside but of course increases corruption.
Btw, fines were increased 5x at start of 2008, now everybody wears his seatbelt as fine went from 100 RUR 3 Eur to 500 RUR 15 Eur

Just go with the flow, and when stopped play the non Russian speaker you will probably be alright.

The Traffic Rules of the Russian Federation 2009 (English and Russian versions) are available from ÒÄ Áèáëèî-Ãëîáóñ | Èíôîðìàöèÿ, îòå÷åñòâî, èñòîêè, ÷òåíèå. Êíèæíûå íîâèíêè in Moscow but you would need to understand Russion to order them and I don't know how much the postage costs. The Russian version seems to cost 41 roubles, the English one 175 roubles.

Traffic rules of the Russian Federation 2009

Overtaking - passing one or several vehicles connected with changing the path of travel.

Section 11.1 to section 11.7 apply

Section 11.2 Overtaking of a motor vehicle is permitted only from the left side. However a driver can overtake a vehicle from the right side , if it has switched on the signal of left turn and started the manoeuvre.

There done it !

I aint writing out all the sections for everyone mind so no silly requests.

Now back in Moscow with some time available, I see this thread opened while I was away on www.siirskyextreme.com

Tonight I picked up 3 copies of the English language book (all they had) and the 'official' Russian version.

Current cost for a pair was 301 Rouble (6 quid). I will be in UK later this week and will sent them to anyone who wants. First come, first to get.

Send me an address via PM and I will post them to you and ask that you send me GBP 8 to cover cost and P&P. Or even GBP 10 to cover a beer for me (or maybe a part of a beer, I have been away a long time!)
