Carnet is not enough, for Singapore
 

Just tried to get into Singapore yesterday. But I had to turn back to Malaysia, bacause I did not have some "international permit" that I never heard about. Issued by the local automotive club, available in Singapore, to get into Singapore! So even id the cost was low, I could not get it at the border!
No saying about this on this website. And this is an supereffective country!

You can get all the permits at the office of the SAA (Singapore Automobile Association) downtown. You have to leave your vehicle at the checkpoint. Then take a taxi to yjr SAA, and spend big bucks for the permit, and third party liability insurance. Return to checkpoint, pay for your Autopass, and off you go. Everything has a price in Singapore. Even chewing gum (20 lashes), smoking pot (off with your head), etc. A hell-of-a country!!!
