Hey mate,
I'm living in Sucre Bolivia right now, I know that here you can buy a new DR200SE Trojan with all of the papers for $4,000 from the local Suzuki dealer, this is the same price they sell for in the states I believe so they are great value (the states has very low taxes!). The XR250 Tornado at the local Honda dealer is $5500 and it still needs a rack and brush guards which is why I decided against buying one but maybe you would have more luck in Peru.
This is a picture of it, it's virtually indestructible and comes with a rack and has 400km+ fuel range. Also I'm unsure about Peru but doing paperwork here is very easy, far easier than Chile was. I'm probably buying one myself next month.
