Saddle Bag Frames too high

I have some SW-Motech hard cases and corresponding frames on my XLV750 Africa Twin but they sit too high and therefore make it uncomfortable for a passenger to sit - in fact almost impossible.

I'm planning to modify the frames even if it means the saddle bags stick out further but was wondering if anyone has any experience with this and any solutions they can offer. A second opinion is always good.

You might get an answer over on the Honda Tech forum of the HUBB, rather than here in the general tech forum.
