Should I buy this DR 650 R Dakar?

I am looking to buy a new motorcycle and I came across this Suzuki DR 650 R Dakar.

Even though I drive a motorcycle every day I am not a very mechanically enlightened person so I would appreciate some opinions.

It is a 1994 model.

The price is 1 800 000 Chilean pesos.

It has a larger tank than the original. It has now 25 liters.

According to the seller the top speed is 185-200 km/h.

He also said that he travels 16 km on 1 litre of gasolin. He uses it to commute inside the capitol so that is consumption for city driving.

It occured a bit strange to me with that fuel consumption. I have a Honda 200 XL and it has the exact same consumption. Could it be correct that a 650 has the same consumption, or is my Honda very greedy on the fuel?

The other thing I noticed was that on the left-front corner of the motor (the cylinder or tower or what it is called) there was a lot of oil but there was no dripping on the asphalt underneath. You can see it in the photo of the motor from the left (DSCF9385.JPG). There is also oil on the tube. I pointed it out to the seller and he said it was the first time he had seen that. He said it was because of something he had recently done but I didn´t catch what it was (Spanish is not my primary language.).

We agreed that he would do a technical full check (yearly service) at a mechanical garage next week. He was going to do it anyway before selling it.

I don`t know the milage on the bike. I forgot to ask.

So what do you think? Buy or not buy?

It's likely this bike will need a rebuild So much that price is not worth it.

I feared there would be some things to fix. This bike is not my thing I think. I`ll leave it and look for something else.
