Cot a bit confused myself, but the good news is: no card needed for diesel. Just join the queue with the big lorries and take as much as you want at the incredible price of 165rial (about 0.01euro) per liter.

Not all filling stations have diesel though.

my trick
 
my trick at the end when my cards where empty.

get a 5 Litre jerrycan and a 20`000 Rial and wave both to people currently getting fuel..... You dont even have to say single word.... Go back to your bike, fill the 5 litres in your tank and begin again.

Works excellent and very quick for me, even close to the pak border.

Kashani Street
Mr Zare Zadeh

Bring passport, carnet and 500,000 Ir rials cash
write a short note saying you need new fuel card
and thats it 20mins new card

i got a new one in queshm town.
the building before the N.I.O.P.D.C petrol office, when you come from laft.
no carnet, only passport,vehicle documents and 500.000 rials

Fuel card in Shiraz
 
Bit of a nitemare this one
had to do it all in Farsi

From Karimkhane Zand head towards Emam Hosein Sq
take a right up Azadi Blv go straight across next roundabout
and up Abrishami towards the top of this street on the
left is the office to get cards, passport and cash must be
paid into bank which is down Abrishami, guards in box speak
no english but show them card, and ask if anybody speaks english
or use your farsi as i had to :-)

Our experience
 
We arrived from Turkey by train to Tehran. Instead of buying a Petrol card, we got coupons. You can get them in any city, just ask for the City Hall ("Far Mandari"). They gave us 300 liters each and we can use them at any NIOPDC petrol station. I guess its cheaper than the card because we pay for one liter / 1000 rials (+/- 10 US cents).

Anything new about iran petrol problems?
We planning a trip May 2008 in Iran [entering from northern Turkey].
Another important question [not responded is about unleaded petrol? Does it exist everywhere, because just read about horrible quality...so IS unleaded?

just been to the far mandari and the petrol station HQ in esfahan, i have been told i can but a 100 Lt petrol card for about 35euro (500.000 rials) then i can purchase fuel at 5.000 rial per Lt.

but 5.000 x 100 equals 500.000 (the price of a smartcard) and without card u can buy petrol for 4.000 rial per liter, it looks cheaper this way...
Am I getting this all wrong????

locals here seem to have all different opinions on this issue.

This is Stephan who bought the bike chain from you in London. How are you?

Paul, who is staying with me in Sharjah at the moment, was recently in Iran. He says the pumps don’t work without someone providing a card. So if you get a card, as a foreigner, you should be able to get as much fuel as you like even if it’s more expensive. However, without your own you will be dependent on other people to activate a pump for you.

There is also a black market in cards (around Bandar Abbas, at least), but we’re not sure how you can actually know what’s left on a second-hand card before you buy one.

Watch out for Adam, coming your way… he’s leaving Dubai for Bandar Lengeh tomorrow morning.

Are you sure that price at pump is 5000 rial ???
It seems very high compared to what i paid 4 months ago ????

So...

The card costs you 5000 rials a liter. At the pump you pay another 1000 rials for a liter.

Getting fuel with a car is quick and painless. You can start persuading taxi drivers or pick-up drivers to lend you a few liters. Some won't mind, some do mind. You can be lucky and bump into a generous or naive pick up driver, and get your fuel for 1000 a liter. The typical black market price ranges between 4000 and 10 000 a liter. Depending on where you are, it might be easier/cheaper to find black market fuel then elsewhere. We found it easier away from the Turkish border. Between Tabriz and the Turkish border, nobody seemed keen an selling fuel at less then 6000. I remember paying more right before the border (more was still much cheaper then Turkey though).

Petrol without card
 
Hi,
Im in Shiraz.
I was told at the port by the customs and immigration officers that petrol stations now have a card that allows everyone to buy fuel at 400 tumar 4000 Rial a litre. So far three refuelings and no problem.
