visum libya

we are planning to travel through Libya (coming from Tunesia going to Egypt) .
We have contacted 2 agencies who came with the following offerings for getting entrance etc.

1) Arkno tours
2x $65,-- for invitation, $220,- service, insurance, plates.. and $25,- a day for the guide (they don't want to let us travel without one) and we should pay for his accomadation, food etc...

2) Najem Mohamed
$250,- visa, meet and assist on the border 265 L.D. (1$=1.35 L.D.) and we have to pay $500,- at the border Ras-Jdeir and they'll return (?) $250,- at Messa'ad boarder when leaving. He'll only accompany us to the next town and no guide needed after that.

Any tips on this subject?

Are 'guides' compulsory? If the 'guide' vanishes at the first town and then police/milatary at the next road block after that want to know where the compulsory 'guide' is, I wonder what would happen.

Also, are these guys happy to camp out in the desert? It is by far the best option, but if there is an agreement to pay for a place to stay, one might be forced into a town to town tour - which wouldn't be great.

Finally, who pays the 250 notes (out of the 500) back at the border when the company repp does a runner at the first town?

In summer 2002 I rde my motorbike across Libya from Tunis to Egypt without any guide, and nobody cared.
We were stopped hundreds of time but the police never asked anything about the guide.
Maybe in the meantime the rules are changed...
