Passavant available in Senegal??

I met someone yesterday who entered Senegal about 10 days ago with a 20 year old mercedes and he was given a passavant in Diama. He paid 100 Euro (!!) after about two hours of talking, where it normally costs 4 Euro. He got a prolongation in Dakar no problem and at no cost (like before). He was told in Dakar by a high ranking customs official that they want to bring back the passavant for tourists but still make it impossible to register cars more than five years old which seems to be sensible enough.

But if the passavant is legal then why 100 Euro, it could be jusy another trick from the customs in Diama to try to fill their pockets, I dont know. I will probably be in Dakar next week and will try to find out more.

In the meantime I would not try to drive to Senegal with the intention of getting in with a passavant, it may be just a one off.
