Enter in Lybia with a vehicle which is not your own?

:confused1::confused1: I'm planning a Lybian trip for next October and some friends want to come with us but with a 4x4 which is not their own.
Anybody have done this and do you know if it is possible?
If it is OK , what are the paperwork to be done by the owner of the car (and by the driver)?
Thanks a lot for your infos about these items.

I did this many years ago with a car I'd bought in Italy on the way down - so I had the previous owner's Italian carte gris and we made up an official document with a stamp stating I'd bought it.
If you have the same doc with permission, ideally on paper looking like it's from French version of ADAC/RAC (Automobile Club de l'Ouest?) , it ought to work. Plus the carte gris of course.

Be VERY careful if you have a passport/driving licence/registration document/carnet which don't all have the same names on them.

Exfoleyation: Egypt

This aplies to Egypt and not Libya, but it could happen anywhere. These people had a terrible time getting into Egypt at the border. I spoke to them and it happened because they were taking a Landrover to South Africa for a customer - hence the name of the registration document/carnet wasn't the same as that on their passport/driving licence. Thus the customs people stopped them getting in. They had to travel all the way to Cairo, get the Egyptian RAC/AA to overtype the carnet with their name and not that of the vehicle's owner, get a stamp to prove this was OK and then traipse all the way back to Umm Saad.

So beware that you don't meet an over-zealous Libyan border official.

Carnets are a different matter; Libya makes it's own carnet and E is notoriously pedantic about carnets anyway.

I came across that blog a couple of years ago. Delighted to be reminded the Egyptians gave them a hard time. I hope everyone else did too.

Did they have an official letter of permission? (can't bear to read it over).

Mmmmmm, i can't for the life of me work out why they had so many difficulties!!
I'll leave it there before my language deteriorates. No sign of a permission letter as far as i could see.
I, for one, wouldn't base any travel plans what so ever on their experiences

Very, very easy...

We do this ALL the time (our drivers don't own our vehicles!).

A permission letter from the registered owner, naming the drivers. Include their passport numbers, dob etc. etc.

Include a photocopy of the passport page of the owner, for a signature match.

We have NEVER had any problem at all (through some 20+ countries, over the last 9 years - and that's just in Africa).

The “ carnet de passage en Douane released by LAC (Libyan Automobile club) is released only for Libyan citizen and foreign peoples with current residence in SPLAJ ( LIBYA) going abroad for temporary time ( max one year) . It is a not a local carnet but an International one and if the traveller/bearer is not the legal owner of the car this must be specified with a note specially preview in it. The same procedure is required for carnets released in other countries of the world and for temporary stay in Libya, as it is the same international Carnet de passage en Douane. (see the related Convention . it is written in French).

The carnet , at the moment is not necessary in Libya, but in the case You are enquiring , a declaration duly signed by the owner and registered to by a local lawyer is required, specially in case of accident where the insurance could not pay nothing nor to the driver nor to the owner , as occurred to a car of an Italian traveller lately involved in a local deadly crash . Take not also that there is a difference with a car imported by a private /single people and from and organization /or ( the termination may change ) and more generally speaking what happens as experience to one doesn’t means that has to happen necessarily to the other, and this mainly when the information lakes of official nature .

Does it means, in my case (I'm French), a French lawyer or a Lybian one?
Also, I undesrstand well that what happens in one case doesn't necessarly happens in other case and that a car owned by an organisation is nit the same case thann one owned by a private person.
But, in your opinion, do you think that my friend have big chance to enter in your country (with the declaration specified above), or not?

Yes you can do it in France through any authorities (usually notary’s studios that will certified that the signature of the owner of the car naming the temporary user in Libya is true . Also a visa ( timbre) put by Libyan consulate in France will do the matter. But as far as I know there is only one in Paris. see http://www.consulat-libye-paris.org/ .

Above all the easiest and correct answer to your demand is not a matter of opinion , chance or experience’s show off but only to fulfil what the law request on this point not only in Libya but everywhere an this is enough to cut off any doubt to your friend and allow him to travel without anguish of finding any sort of lame and pitiful excuse in case of problems .

More clear.

If your friend’s car is plated in France and if its temporary destination is only Libya it in off that the signature of the legal car’s owner permitting the use of the car abroad( called procuration) is duly authenticated by any French authority ( notary , municipalities, police station of french departement where car is registerd) . Then the document must be translated in Arabic . One fotocopy must be given to the insurance in Libya. Check for Tunisia if you cross it , quite the same but the translation in Arabic is also to be seen by Tunisian consulate in France. Above what officially requested.

I did it in March this year. I use car registred on leasing firm from Poland. I have all documents translated on arabic, especially permision to use this car. Libian border control even didin't look at it. I need it only on tunesian border.
