libia regulations, visa ?

we are three belgian guys, and are planning a two-week tour with two 4x4's in libia, we already had our pasports translated and are ready to apply for our visa's if we can get an invitation...does anyone have a solution for this? do we also need a carnet de passage for our cars? is it true what they say about the special regulations for groups of three people?(need of guides,...)
if anyone could help us we would be very grateful...thanks!

- You don't need a carnet,
- you can get an invitation from a number of sources, send me an email for a couple of ideas.
- rules on with/without guide change all the time
