Led by Abdelmalek Droukdel, AQIM burst onto the public stage in January 2007, a product of the rebranding of fighters previously known as Algeria's Salafist Group for Preaching and Combat (GSPC).

The Salafists had waged war against Algeria's security forces but in late 2006 they sought to adopt a broader jihadi ideology by allying themselves with al Qaeda.

AQIM scored initial high-profile successes with attacks on the government, security services and the United Nations office in Algiers in 2007. Since 2008, attacks have tailed off as the security forces have broken up AQIM cells in Algeria.

To me it sounds most unlikely but has the advantage of making the area look more dangerous then it really is - always a good twist with news from dodgy countries.

There is a big difference between AQIM possibly outsourcing a grab (still unlikely IMO) and, as the article suggests, opportunist gangs roaming around the Sahel looking for targets to grab and deliver to AQIM for whatever they'll pay. If we have six people kidnapped out of the tens of thousands of westerners passing through every year, the risk is still near nil. And with so few incidents, there can't be a number of gangs roaming around looking for targets.
