Algerian visas processing time

I was told last Tuesday that the processing time for Libyan visas was ONE or even TWO MONTH(S) (they send it to Algiers for clearance) at the Consulate of Algeria in Brussels. Is it only in Brussels? Is it linked with the riots in Kabylia? If someone knows another Embassy or Consulate where foreigners can get visas without being a resident,PLS answer.

Er,

I take it you are trying to get an ALGERIAN visa at the Algerian consulate?

My experience is that if you are trying to get Algerian visas at a consulate not based in your own country, it can take up to 3 weeks (Belgian passport at London consulate), we didn't try in Brussels...
