It is possible to travel by public transport.
There are travel restrictions. In some parts of the south you need to take a plane and from there a local transport or guide.
Ask locals from the regions for advise.
There are enough algerian internet sites where you can chat. Be sure to know some french!!!
You can go as far as Reggane by public transport if you go from Oran south.
Below Ghardaia are travel restrictions.
I don't know about the border with Tunisia.
Going with your own car or bike: you need a guide when entering from Tunisia. This because of the kidnaps some years ago and the trouble Algerian government had with finding the hostages.

Be sure to have your travels plans on paper and have your hotels reserved and confirmed by fax.
This will make the apply for a visa much more simpel because government officials have more confidence in your visa request.
