Algodones, Baja Norte, Mexico
Just across the border from the very souteastern corner of California, near the southwest city of Yuma, AZ is a mechanic that works out of his home. He is cheap, but good. He was able to revive a friend's '86 GSXR 750, and a basket case, dropped RF600R that looked like it would never run again. He swapped an new engine into a Chinese 200cc enduro I have for $80 labor, which I was able to ride out of Algodones back into the US.
I wouldn't necessarily suggest to make him a destination, unless you know what you need done, but if you ever needed someone in a pinch down this way, he would work out nicely for you. His name is Adan, which someone could point you to.
