Resizing JPEGS?

Hi all
I'm in an internet cafe in Portugal tearing my hair out because I can't resize my JPEGs so I can put them on this site. I'm a mac person so my PC knowledge is a bit sketchy - how can I do it? It's Win2000 and it won't let me install new software...

Nothing surprising there. Windows IS damned operating system with no user friendly side almost in any case. And i think it's hard to find a macintosh in Portugal internet cafe too, if not even impossible...

That's why i take my small PowerBook with me. Find a internet cafe - just plug in the cable on and that's it.
