Turkmeni transit visa question

I'm trying to decide whether to get the Turkmeni transit visa en-route or before departure, as I've heard mixed reports about the validity of the visa. Could anyone confirm whether the visa is bound to specific entry and exit dates? Or is it merely any few-day-period within, say a month? I do have Uzbeki and Iranian visas already. If en-route, where would you recommend to pick it up when travelling along the balkan-turkey-iran route?

Ok, so I finally got hold of someone at the Turkmeni Embassy in Berlin. According to him, the visa has fixed dates for entry and exit, but you can enter later than stated, as long as you still exit before/on the exit date (effectively shortening the duration of the visa). Don't rely too much on this info, as different embassies might have different rules, but that's what I have been told.

Also for the record, I was told it takes at least one week to 10 days to have the visa issued, as they need permission from Ashgabat to proceed.
